Place the cottage cheese and Greek yogurt in a blender or food processor and pulse until the mixture is completely smooth and silky, about 30–45 seconds. Scrape down the sides as needed.
Transfer the whipped dairy to a medium mixing bowl. Stir in the Dijon mustard, garlic powder, dried dill, and a pinch of black pepper until evenly combined.
Fold in the chopped pickles, 1 tablespoon pickle juice (add more after tasting if you want extra zip), and the snipped chives. Taste and adjust seasoning; refrigerate the dip for 10 minutes to let the flavors marry while you prepare the topping.
Warm a small nonstick skillet over medium heat. Add the butter and once melted, stir in the panko. Toast the crumbs, stirring constantly, until they turn golden and smell nutty, about 2–3 minutes. If using, sprinkle in the smoked paprika in the last 30 seconds and stir to distribute.
Spoon the chilled dip into a shallow serving bowl, smooth the top, then evenly scatter the toasted panko over the surface. Press the crumbs lightly into the dip so they adhere.
Serve immediately so the topping stays crisp, or cover and refrigerate (topping separate) for up to 24 hours. If chilled with the crumbs on top, briefly re-toast the panko before serving to refresh the crunch.
