Pat the shrimp dry and place in a medium bowl. Add 1 tablespoon olive oil, 3 tablespoons lime juice, chili powder, smoked paprika, minced garlic, lime zest, salt, and pepper. Toss to coat and let sit while you prepare the rest (10–15 minutes).
Preheat the oven to 350°F. Spread the tortilla strips or chips on a baking sheet, drizzle with a little oil if desired, and bake 5–7 minutes until crisp and lightly browned. Remove and set aside to cool.
Whisk the dressing: in a small bowl combine 2 tablespoons olive oil, 1 tablespoon honey, 1 tablespoon lime juice, 2 tablespoons chopped cilantro, cumin, and 1/4 teaspoon salt. Taste and adjust seasoning.
Heat a large skillet over medium-high heat until hot. Add the marinated shrimp in a single layer (work in batches if needed). Sear 2–3 minutes per side until the shrimp are opaque and edges are slightly charred. Transfer to a plate and let rest 2–3 minutes.
Assemble the salad: in a large bowl combine romaine, red cabbage, cherry tomatoes, avocado, red onion, and 1/3 cup chopped cilantro. Drizzle with about half the dressing and toss gently to coat. Add more dressing if needed.
Divide the dressed greens among four plates, top with seared shrimp, then sprinkle the warm toasted tortilla strips over each salad. Finish with an extra squeeze of lime and a pinch of lime zest for brightness.
