Put the rolled oats in a food processor and pulse until they reach a fine, flour-like texture (about 20–30 seconds). Transfer the oat flour to a medium bowl.
Place the cottage cheese in a blender or high-speed processor and blend until completely smooth and creamy, about 30–45 seconds. Scrape down the sides as needed.
Return the blended cottage cheese to the bowl with oat flour. Add the peanut butter, softened butter, maple syrup, vanilla, almond extract, and sea salt. Stir vigorously with a spatula until the mixture is uniform and holds together — a few folds and pressing will help bring it into a dough consistency.
Fold in the mini chocolate chips, reserving a tablespoon to press on top of the formed pieces for a pretty finish.
Using a small cookie scoop or tablespoon, portion the dough onto a parchment-lined baking sheet, pressing each mound lightly to compact it. You should get about 12 pieces.
Chill the tray in the refrigerator for at least 30 minutes to firm up the bites. Before serving, sprinkle a few reserved chocolate chips and a tiny pinch of flaky sea salt on each piece.
Store leftovers covered in the fridge for up to 5 days, or freeze for longer storage (thaw in the fridge before eating).
